Training programmes at national scale fail quietly. Cohorts are tracked in spreadsheets, attendance is anecdotal, and outcomes are impossible to evidence once the programme ends — which is precisely when a donor asks for them.
The curriculum was designed against the project’s stated competency outcomes rather than a generic syllabus, and delivery was treated as a logistics problem as much as a teaching one: trainers resourced, locations scheduled, and every participant record kept to the standard donor reporting requires.
