The problem

Public bodies routinely split software and hardware across two vendors, then discover at commissioning that neither owns the gap between them. The department needed one party accountable for the application and the estate it runs on.

The approach

Icebreakers took both. Hardware was specified to the department’s technical requirement and procured through authorised channels; the software was configured and integrated against that hardware before handover, then commissioned on government premises under departmental supervision.
