The project entails the supply and installation of a comprehensive Water Billing Software for 23 Municipalities. The software is designed to streamline customer profile management, billing cycle updates, bill preparation, payment tracking, reporting, system settings, maintenance, and user access control.

Key Features and Components:

Customer Profile Management:

– Capture and maintain essential customer details such as Caretaker Name, Father/Husband Name, Mobile number, NID number, Address, ID details, Observations, and Detection.

– Facilitate easy updates and modifications to customer profiles.

Billing Cycle Update:

– Enable the seamless updating of billing cycles, months, and last payment information.

– Enhance flexibility in managing billing periods.

Bill Preparation:

– Automate the preparation of monthly bills based on the updated billing cycle information.

– Allow the printing of bills and the option to save them as PDF files.

Posting of Paid Bills:

– Efficiently record customer bill payment information into the system.

– Maintain a transparent and accurate record of paid bills.

MIS Reports:

– Generate monthly and yearly reports on payments, customers, consumer dues, etc.

– Facilitate informed decision-making through comprehensive data analysis.

System Settings:

– Configure system settings, including customer types, pipe dimensions, tariffs, roads, and payment methods (Bank/Bkash/Nagad).

– Ensure easy adaptation to changing municipal requirements.

System Maintenance:

– Implement periodic backups of the database and restore functionality.

– Ensure data integrity and provide recovery options in case of system failures.

User Access Control:

– Define user roles and permissions based on the municipality’s policy.

– Restrict access to specific modules based on the user’s role.

Number of Users:

– Accommodate the specified number of users based on the municipality’s requirements.

– Ensure efficient collaboration among municipal staff.

Software Platform:

– Develop the software on a web-based interface for accessibility and ease of use.

– Implement the platform using popular web development scripting languages, such as PHP and MySQL.

Hosting:

– Host the software on the MIS unit, DPH, Dhaka, ensuring reliability and accessibility.

Training and Manual Preparation:

– Provide training to municipal staff on software usage and functionalities.

– Develop comprehensive manuals for reference.

Municipal HR Inclusion:

– Involve Municipal HR in identifying service managers and their teams.

– Facilitate the inclusion of municipal staff in the project for ongoing support.

Additional Works and Modifications:

– Incorporate relevant works, corrections, and modifications as recommended by the Project Director or Engineer in charge.

– Ensure flexibility in adapting to evolving project requirements.

Test Run, Debugging & Servicing:

– Conduct thorough testing, debugging, and servicing to ensure the software’s reliability and functionality.

– Address any issues promptly during the 12-month post-implementation period.

Supply of Consumables:

– Supply 40 nos. HP 1034 Black Original Never Stop Laser Toner Reload Kit.

– Provide 2,210 nos. 75 gsm A4 paper boxes (500 pages per box) for uninterrupted operations.
